Training Course on the Identification of Goods Related to Chemical, Biological, Radiological, Nuclear and Explosive Weapons for Focal Units in the Central Region

From 17 to 20 May 2022, Standing Office 81, in cooperation with the Export Control and Related Border Security Program of the U.S. Department of State (EXBS Program), held a training course on "Identification of goods related to chemical, biological, radiological, nuclear and explosive (CBRNE) weapons" for focal units in the Central Region.

The training course was held in a hybrid format, combining in-person and online participation, with two connection points in the United States and Vietnam. The main venue in Vietnam was chaired by Lieutenant Colonel Dao The Huu, Director of Centre 81/Standing Office 81, with the participation of representatives of many ministries and sectors and delegates from focal units in the Central Region. The venue in the United States was chaired by Dr Dawn Verdugo, Regional Advisor of the EXBS Program, with the participation of experienced experts of the EXBS Program.

At the training course, the experts presented and shared experience on the following topics: (1) an overview of chemical, biological, radiological, nuclear and explosive weapons; (2) methods for identifying CBRNE-related materials; (3) methods for identifying CBRNE-related equipment and goods; (4) ways of detecting and preventing the production, trade and distribution of CBRNE-related equipment and materials; and (5) Vietnam's regulations on chemical management, radiation and nuclear safety, counter-terrorism and countering the proliferation of weapons of mass destruction. As part of the programme, the participants observed a demonstration of the response to a chemical weapons proliferation scenario by the Central Region Centre for Toxic Chemical, Radiological and Nuclear Incident Response.

The content presented at this training course will help to raise the awareness and capacity of focal units to implement the Government's Decree No. 81/2019 on countering the proliferation of weapons of mass destruction, and will contribute to Vietnam's implementation of United Nations Security Council resolutions and international treaties on countering the proliferation of weapons of mass destruction.

Drawing on the lessons of this training course, Standing Office 81 will continue to work with the EXBS Program and relevant units to organise training courses for focal units nationwide.

In performing its function of advising and assisting the National Focal Point of Vietnam for countering the proliferation of weapons of mass destruction, Standing Office 81 has been stepping up activities to raise the awareness and capacity of the focal units of ministries, sectors and localities in countering the proliferation of weapons of mass destruction.
