The 2022 Annual Meeting was attended by more than 200 delegates in person and about 400 delegates online from more than 40 countries around the world. The Vietnamese delegation comprised representatives of ministries and sectors including the State Bank of Vietnam, the Ministry of Public Security, the Ministry of National Defence, the Ministry of Finance, the Ministry of Justice and the Supreme People’s Court, and was headed by Mr Pham Gia Bao, Deputy Director General of the Anti-Money Laundering Department of the State Bank of Vietnam.
This year’s Annual Meeting focused on sharing information on money laundering and terrorist financing trends, with case studies provided by 22 member countries and 9 observer countries; on illicit financial flows from illegal, unreported and unregulated fishing; and on investigating money laundering through illegal fishing activities.
The meeting also devoted time to discussing a number of matters relating to mutual evaluations (ME), such as changes to certain ME policies and ME procedures, updates from the ME committee, the planned ME programme for 2023, and matters relating to APG assessors.
The APG is the regional body of the Financial Action Task Force (FATF) on combating money laundering and terrorist financing; the FATF is an intergovernmental organisation established in 1989 to set standards and to develop and promote national and international policies to combat money laundering and terrorist financing. In 2012, the FATF issued Recommendation 7 on countering proliferation financing. Vietnam joined the APG in 2007 and committed to fully implementing the 40 FATF Recommendations. To date, Vietnam has undergone two APG mutual evaluations and was assessed as still having many deficiencies in establishing an effective regime to combat money laundering, terrorist financing and proliferation financing.

The participation and contributions of the Vietnamese delegation demonstrate Vietnam’s commitment to complying with the FATF Recommendations, as well as Vietnam’s responsibility in taking part in the activities of the APG and the FATF, in its efforts to progressively improve its legal framework on combating money laundering, terrorist financing and proliferation financing.
