Conference reporting on the results and progress of drafting the Law on Countering the Proliferation of Weapons of Mass Destruction
Unofficial translation from the Vietnamese original.
On the afternoon of 21 May 2026, a conference was held at the Chemical Corps to report on the results and progress of drafting the Law on Countering the Proliferation of Weapons of Mass Destruction (WMD). At the conference, Centre 81 reported that the draft Law is being developed to improve the legal basis for countering the proliferation of WMD in a context of unpredictable political security risks and growing WMD proliferation risks, while also aiming to domesticate the international commitments to which Vietnam is a party and to remedy the shortcomings and legal loopholes identified after five years of implementing Decree No. 81/2019/ND-CP.

To date, the Chemical Corps has advised the Ministry of National Defence to lead a review of practice, propose the inclusion of the draft Law in the 2026 Legislative Programme and establish a Drafting Team to prepare the policy dossier. The draft Law focuses on three key groups of policies: improving the principles of countering WMD proliferation and proliferation financing; strengthening the management and control of activities, goods, technologies and transactions at risk of being exploited for WMD proliferation; and improving the mechanisms for implementation, interagency coordination and the provision of resources.
After several rounds of consultation, comment and appraisal, the dossier proposing the development of the Law on Countering the Proliferation of WMD has been essentially finalised. On 18 May 2026, the Government issued Resolution No. 130/NQ-CP adopting the three policies of the draft Law and continuing to task the Ministry of National Defence with leading the finalisation of the draft Law and its implementing documents in the coming period.

In the coming period, the Chemical Corps will continue to carry out key tasks to finalise the draft Law on Countering the Proliferation of WMD, coordinating with the Legal Department to seek comments from relevant agencies and units in accordance with the Law on the Promulgation of Legal Documents of 2025, and incorporating and responding to the comments received in order to finalise the draft Law dossier before appraisal./.
