From 9 to 14 July 2023, the 26th Annual Meeting of the Asia/Pacific Group on Money Laundering (APG26) on combating money laundering, terrorist financing and proliferation financing was held in Vancouver, Canada.

Overview of the Meeting

The 2023 Annual Meeting, co-chaired by Canada and Australia, was attended by 425 delegates from 42 countries around the world. The Vietnamese delegation to the Meeting comprised representatives of ministries and sectors including the Ministry of National Defence, the Ministry of Public Security, the Ministry of Justice, the Ministry of Foreign Affairs, the Supreme People’s Procuracy and the State Bank of Vietnam, and was led by Mr Pham Tien Dung, Deputy Governor of the State Bank of Vietnam.

This year’s Annual Meeting focused on discussing and adopting the Mutual Evaluation Reports of the Lao People’s Democratic Republic, Brunei and Nepal on anti-money laundering, countering the financing of terrorism and proliferation financing (AML/CFT/CPF), with a view to identifying the deficiencies in the AML/CFT/CPF regimes of these countries.

In addition, the Meeting also devoted time to discussing a number of related matters, such as: approving membership; electing the Chairs of the Mutual Evaluation Committee, the Governance Committee and the APG Steering Committee for the 2023-2024 term; a summary of the operating budget for 2022-2023 and approval of the revised budget for 2023-2024; the 2023-2024 Programme of Work; and reports on the priority issues of the co-chairs and the Steering Committee for the 2022-2024 term. Of particular note was the Forum for exchanging technical assistance for the implementation of AML/CFT/CPF regimes for member jurisdictions.

The APG is the regional body of the Financial Action Task Force (FATF) on AML/CFT/CPF, an intergovernmental organisation established in 1989 to set standards and to develop and promote national and international policies to combat money laundering, terrorist financing and proliferation financing. In June 2023, Vietnam signed a Government-level political commitment to the National Action Plan on AML/CFT/CPF, comprising 17 groups of actions, including the group of actions on Recommendation 7 on implementing targeted financial sanctions related to proliferation financing, which the Government has assigned to the Ministry of National Defence. The Ministry of National Defence is currently implementing this task effectively.

The participation of the Vietnamese delegation demonstrates Vietnam’s commitment to complying with the FATF Recommendations, as well as Vietnam’s responsibility in taking part in the activities of the APG and the FATF in its efforts to progressively improve its AML/CFT/CPF regime.
